| 内容記述 | The purpose of this study is to analyse the differences of standard fiscal scale among municipalities. By using the standard fiscal scale, it can be analysed how fiscal surplus, calculated as fiscal standard revenue exceeding fiscal standard demand, has affected the differences, which is considered as a basis for the need for redistribution of local taxes. This study shows that fiscal surplus has been increasing since 2014, when the consumption tax rate rose, and there have been attempts to reduce the differences in several ways that were never used before. | |||||
